Washington (CNN) — “Reconciliation cannot be used to pass comprehensive health care reform,” Sen. Kent Conrad, D-North Dakota, chairman of the Budget Committee, told CBS’ “Face the Nation.” He added, “It won’t work because it was never designed for that kind of significant legislation.”
